Organization for Security and Co-operation in Europe Parliamentary Assembly (OSCE PA)

The pact to launch a Parliamentary Assembly of what was the Conference for Security and Cooperation in Europe was made in April 1991 at a parliamentarians’ meeting held in Madrid in response to a request expressed in the1990 Paris Summit. The Madrid Declaration set forth the mandate, rules of procedure, working methods, size and distribution of votes for the first official meeting of (what was then) the Commission on the Security and Cooperation in Europe (CSCE) Assembly, scheduled for Budapest in July 1992.

The Assembly was established as a forum for parliamentarians from all participating states, so as for them to strengthen and consolidate democratic institutions within OSCE and provide political support to OSCE activities. The Assembly makes decisions by majority voting and is assisted by a Secretariat based in Copenhagen. It makes recommendations and resolutions that do not constitute binding decisions for OSCE and holds regular sessions twice a year, once in February and once in July, in one of the participating states.
